What I bring to Hampstead Council

As your active Councillor for almost 16 years, I will draw upon 37 years of business experience utilizing my honed skills in Management, Human Relations, Employee Assessment, & Finance.  


  • Employing my direct experience of managing a staff of over 160 employees to foster proper relations with Hampstead’s administrative and support team.


  • Utilizing my previous experience as a Manager of a Financial Institution to analyze and review our budget and ensure our city’s prosperity and fiscal responsibility.


  • With my knowledge of construction and building materials, coupled with being the Portfolio Chair of the Public Works Department since 2006, I will ensure that our Public Works dept. continues to run efficiently.


  • Make use of my many years as a property manager to ensure that tenants' rights are maintained and protected. 


  • Relying on my 30+ year direct-relationship with Public Security and the Montreal Police and Fire Dept, I will aid in maintaining and improving our community security and safety.

Some Council Achievements

  • Reduced debt and borrowing by nearly 50%.
  • Improved infrastructure – roads, sewers, sidewalks.
  • Replaced streetlights to energy-efficient LEDs.
  • Buried overhead streetlight wires when paving roads.
  • Tax increase below inflation for 14 years.
  • Improved Human Resource relations with staff.
  • Improved Tennis and Camps programming.
  • Improved the Public Security operations.
  • Vast improvement to our recycling, compost programs.
  • Worked with Public Works planning to revamp snow removal operations.

  • Responsible for the largest portion of the Hampstead's Operating and Capital budgets.
  • Improved our Recycling program and with the implementation of larger bins, we became one of the top 5 Municipalities in the Greater Montreal area.
  • After years with no contract, we have signed a 6-year Collective Agreement with the Unionized employees.  
  • Many of our antiquated Public Works vehicles were replaced.
  • Major clean-up and revamp of our Public Works Yard.
  • Many of our streets and sidewalks have been repaved, rehabilitated, or rebuilt.
  • Many of our sewers and water pipes have been renewed or replaced.
  • Continually meet with the employees to foster harmonious work environments with the Administration.

  • Brought forth the idea and analysis of the traffic light reconfiguration at Netherwood and Fleet which was implemented. (It allows for a priority turn westbound onto Fleet from Netherwood – minimizing the traffic backing up onto Netherwood and surrounding streets. Also prevented the long idling of many cars heading towards CSL during afternoon rush hour). 
  • In 2019, I was part of the committee that analyzed the LED streetlight options. When a few lamps were installed and required testing, I personally assessed the various luminosities being proposed by touring the town over several weeks and compared them to the current lighting. I then made the presentation to Council showing the different options. 
  • Responsible for the purchase of electric vehicles for the Hampstead staff to utilize in the parks and streets.

  • Offered flu shots to Hampstead's Senior population.
  • Ensured there was interesting activities for Hampstead residents 55 and over.
  • Assisted residents when their parents were displaced by property closings – Residence Monaco, Griffith McConnell, Manoir Montefiore, Castel Royale.
  • Made phone calls to Hampstead's vulnerable residents during the 1st and 2nd wave of the Covid pandemic.
  • Patient's Advocate from 1991 to 2015 at Mount Sinai Hospital.
  • Drafted and created Hampstead’s Home Security Guide brochure.

  • Brought forth the idea of going to a paperless Council back in 2010 and worked with IT Director to implement.
  • In collaboration with our Director of IT & Security, implemented various online applications that will minimize the use of paper and improve efficiency for our residents.
  • Complete revamp of our Hampstead website.
  • Creation of the "My Hampstead" portal which allows residents to request items such as overnight parking, garbage bins, do licenses, etc.
  • Continuously working to evolve the website to make it more user accessible.
  • Creation of many Smart City projects whereby using the "Internet of Things" (IoT), we can run more efficiently.

  • As a Municipal Councillor, I have one of the highest attendance records of current and past mandates going back to 2006. 
  • Prior to being elected in 2006, I was actively involved in Hampstead’s Public Security Committee and Hampstead’s Traffic Committee during the borough period of 2002-2006.

WHAT TO CONTINUE TO EXPECT FROM ME...

 I am a fully engaged and involved community leader who asks tough questions and expects answers. I have and will continue to put the resident’s needs first and listen to their requests.  

For the last 16 years, I have always run for council as an independent Councillor. I strongly believe that I make decisions that are driven by proper morals, respect, logic and doing what I feel is right. It is a constant battle to respect the by-laws, assessing each request while at the same time, retaining a solid community spirit. I was elected to make decisions, not based on who is more liked, more well-known or who has a greater influence.  

I make decisions based on the laws that are in place, ethics, and code of conduct.  I have and will continue to do so because that is what is expected of me as an elected official. I am a strong supporter of "Tikun Olam" and doing what is in the best interest in the Town. I always have a clear conscience by knowing that I am acting in the best interest of our community.
